With the explosive growth in mobile data traffic on 3G networks, service providers want more control over how to manage congestion—particularly in urban areas where the majority of traffic is handled by a few cell sites. 3G-Wi-Fi offload is a solution that allows operators to offload 3G traffic to available hotspots.

The Amdocs Policy Controller and Amdocs' Subscriber Data Broker™ play pivotal roles in helping operators address challenges around efficiently offloading subscribers by:

  • Detecting locations with Wi-Fi availability;
  • Turning on Wi-Fi radios selectively when needed and turning them off to conserve battery life;
  • Implementing intelligent policy decisions over which type of traffic to offload; and
  • Bringing control right to the device thus avoiding excessive signaling overhead to the core network.

Amdocs' client-based policy solution is unique. It leverages the device as the policy enforcement point to render precise, real-time policy decisions that govern when traffic is offloaded to Wi-Fi. This approach gives operators the level of control needed to manage congestion locally while ensuring a high quality subscriber experience.


Ingredients
Amdocs Policy Controller (PCRF)
Amdocs Policy Controller provides a high performance, dynamic policy control decision function that uses the device as a policy enforcement point to make specific policy decisions; such as, switching the device from 3G to Wi-Fi.

Amdocs' Subscriber Data Broker
In a 3G-Wi-Fi scenario, Amdocs' Subscriber Data Broker federates subscriber authentication profiles from the HLR and stores them for fast re-authentication to enable single sign on capabilities for users.

Control of Wi-Fi Radio on Smartphone
The Broker Module detects the state of the Wi-Fi radio on the device and turns the Wi-Fi radio on or off depending upon requirements and proximity to location of interest.

Intelligent Policy Broker Module for Granular Local Offload Decisions
Provides broker function between the core network Policy Controller and the device connection manager client to enforce local device-based policy decisions. Push decisions based on general policy rules (e.g. always offload traffic in this location) or customized rules based on specific application, location, or user behavior.

Works with any Connection Manager
The Broker Module exposes an interface layer and set of APIs to any connection manager to invoke intelligent policy decisions around offload. Achieve a flexible approach to support multiple connection managers.
